PROBLEM: Washington State Department of Transportation is notorious for banning people from ferries.

 

INSIGHT: People are more likely to change their behavior if they know exactly what they stand to lose if they don’t.

 

BIG IDEA: Show people the consequences for improper ferry etiquette with “cautionary ferry tales.”
